SDK ICell.getOldValue() Does Not Return Old Value. (Doc ID 2383007.1)

Use Icell.getOldValue in an Event Handler but it return the same value of ICell.getValue().
Below code was done done on an IUser

public EventActionResult doAction(IAgileSession arg0, INode arg1, IEventInfo eventInfo) {
// TODO Auto-generated method stub
IObjectEventInfo oEventInfo = (IObjectEventInfo) eventInfo;
IDataObject object = null;

try {
object = oEventInfo.getDataObject();
ICell cell = object.getCell(2000017212);

String oldValue = cell.getOldValue().toString();
String newvalue = cell.getValue().toString();

return new EventActionResult(eventInfo, new ActionResult(ActionResult.STRING, oldValue + " : " + newvalue)) ;
} catch (APIException e) {
// TODO Auto-generated catch block
return new EventActionResult(eventInfo,
new ActionResult(ActionResult.STRING, "Error - Unable to get data object"));
