While reallocating the expenses during  obligation creation, below error message is shown, Why?

'Order is not in closed status. The Order on a Purchase Order level Obligation must be closed in Order to allocate expenses.'

Note: RTM_UNIT_OPTIONS.RTM_TRNSPRT_OBL_ALLOC_METHOD = ASN ( Pre-requisite)
