Unable To Import New LDAP User Due To Duplicate User ID

Symptoms

Customer is unable to create a new Agile account due to an existing Agile user ID sharing the same username.

The employee with the old account is deactivated, but they need to preserve his account and activity history.

When they create the new LDAP user, the user account opens in fact the old one.
