Threshold Tiered Pricing Not Picking Up The Correct SQI Value (Doc ID 2383474.1)

Goal

For threshold tiered pricing the rate component is not picking up the right tier rate.

The rate component is defined to use the value of HOLDVAL sqi and apply the tiers. HOLDVAL is calculated using the SQIs on the billable charge.
The same sqi HOLDVAL is mentioned in the price components for tiering ranges.
But during calculation it is not fetching the value of HOLDVAL sqi. It is always expecting the sqi to be on the Billable Charge instead of using the SQI (in this case HOLDVAL) given in the rate component.
