P6 Export/Import to XML Fails With "The Tcp/Ip Connection to the Host <Host>, Port 1433 Has Failed. Error: "Connection Refused: Connect. ""

Symptoms

When attempting to export to XML format (or any format that utilizes INTERNAL_PLUGINS), the export fails and the following errors are found in the log generated:

ERROR

com.primavera.PhoenixException: Unable to resolve privileged username and password
The TCP/IP connection to the host <host>, port 1433 has failed. Error: "Connection refused: connect. Verify the connection properties, check that an instance of SQL Server is running on the host and accepting TCP/IP connections at the port, and that no firewall is blocking TCP connections to the port.".

The issue can be reproduced at will with the following steps:
1. Launch P6
2. Export project to XML format
