Function Engine Stopped and Error: "ORA-04063: Package Body "PPM.PS_UTIL" Has Errors" Appears in ProSight Log (Doc ID 2385302.1)

On OPPM version , Admin Module

Within the Admin dialog, the Function Engine status is listed as "Function Engine Stopped" but the OPPM console indicator light is green, and the below listed error appears in the ProSight log file:

  at Oracle.DataAccess.Client.OracleException.HandleError(Int32 errCode, OracleConnection conn, String procedure, IntPtr opsErrCtx, OpoSqlValCtx* pOpoSqlValCtx, Object src, Boolean bCheck)
  at Oracle.DataAccess.Client.OracleCommand.ExecuteNonQuery()
  at ProSight.Portfolios.Infrastructure.Database.psCommand.update()
  at ProSight.Portfolios.BusinessLogic.Infrastructure.Objects.psActionQueueObj.updateStatusToInProcess(IpsDataTable iActionQueueRs)
  at ProSight.Portfolios.BusinessLogic.TS.TransactionalScenario.psTSFunctionEngine.ActionQueuePopBatchActions(Int32 iUserID, Int32 iMaxNumOfActions, psResultContainer oResults)

The issue can be reproduced at will with the following steps:
1. From within OPPM, access the Admin dialog and observe the status of the Function Engine.

The issue has the following business impact:
Due to this issue, actions in the queue are not being processed and calculated values are not current.
