After New OFSAA Installation All Batches are Failed With ORA-02391: exceeded simultaneous SESSIONS_PER_USER limit Error

Symptoms

On OFSAA 8.0.5, the data model upload completes successfully but most table classes fail validation. The Instrument Table Classification batch is failing without errors being written to FSI_MESSAGE_LOG. The following is found in the agent nohup log:

This is the first batch executed in the environment. This failed batch is the only row in batch_run.

The issue can be reproduced at will with the following steps:
1. Run instrument validation batch.
2. Check logs
