Business Process Audit Log Does Not Capture an Event for Downloading an Attachment

Symptoms
ACTUAL BEHAVIOR
When downloading the Business Process (BP) file, no entry is added to the Business Process Audit log.
EXPECTED BEHAVIOR
When a file is downloaded, an entry is written to the Audit log indicating the download operation.
The issue can be reproduced at will with the following steps:
- Open one BP record.
- Attach one file to the BP record.
- Download the attachment just uploaded.
- Open Audit Log under View menu.
- Note there is no entry for the download operation.
