Subscription Transfer Prorates Cycle Fees for a Product with No Proration Configured

Goal
On : 7.5.0.19.0 version, Subscription Management
The product is configured with cycle forward fee for -$15 with proration settings as charge full on purchase and cancel. But, when transfer the subscription from one account to another account, the system prorates cycle fee on old and new account which is not expected in the business case.
Steps to reproduce:
Step1: On 2nd April, created a subscription account with billing day as 8th, purchased add-on deal "Wireless Accessibility Credit" to provide credit of -$15
Step2: On 3rd April, created another account, moved subscription from old account (from step1) to new account
Expected Behavior:
No proration should be applied on old and new accounts as product configured to charge full on purchase/cancel.
Actual Behavior:
Proration cycle fee has been applied on old account with refund $12.50 and proration cycle fee applied on new account with -$2.42.
