IWS Calls From CCB To MDM Are Failing after CCB April 2017 Rollup (Doc ID 2386765.1)

Symptoms

Customer installed CCB 2.4.0.3 April 2017 rollup (<patch 6033868>) and found that IWS calls from CCB to MDM would fail in MDM with the following error message logged in the iws_web_trace.log file on the MDM side:
