Login Message Not Working In Chrome (Doc ID 2387474.1)

Symptoms

On : 16.1.3.0 version, Admin Module

ACTUAL BEHAVIOR
---------------
In an environment in which a login message has been configured, the message is not displayed for users logging in with Google Chrome.

EXPECTED BEHAVIOR
-----------------------
Configured login messages should be displayed for all users.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Via the Access tab of the Admin dialog, edit the "Display Message After Login" setting.
2. Configure the settings to display an image upon login.
3. Save settings, log out and log back in.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Google Chrome users are not seeing the login message.
