User Permissions Do Not Reflect the Cashflow Permission Settings

On Unifier : Version 16.2
There are several Users or User Groups (such as "All Users") that have Modify, Edit Data, and View permissions. However these users or groups cannot currently modify the selected Cash Flow and the Save button is disabled.
- If the "All Users" group is removed from Permissions, then the Save button becomes active and the changes can be saved by the users or users in the remaining groups.
- If a User Group permission is set to "View Only", the Save button is disabled and the Cash Flow cannot be edited.
- If a user was a proxy for a user who was in a group that had edit access, it would behave correctly and allow the proxy user to Save changes to the Cash Flow.
- If a group exists with "View Only" access then it prevents any other groups or users from editing the data even though permissions show that they should have edit access.
Permissions settings in the Cash Flow log should strictly determine all users' abilities.
