Error 'com.agile.admin.client.value.AdminException' and Blank Page in 'General Information' Tab of Workflow of Agile PLM

Symptoms
In Java client, go to a workflow, get a blank page in 'General Information' tab and get below error message, in log:

at com.agile.admin.server.ADList.getListItemValueByID(ADList.java:404)
at com.agile.admin.server.ADCriteriaNode.buildBaseNode(ADCriteriaNode.java:236)
STEPS
The issue can be reproduced with the following steps:
1. Log into Agile Java Client
2. Go to Admin - Settings - Workflow Settings
3. Double-click any workflow
