Buttons In WebClient like My Settings , Tools and Settings Disappear After Applying 9.3.5 Release Update Pack (RUP) 4 (Doc ID 2389731.1)

Symptoms

ACTUAL BEHAVIOR
After applying RUP4 (9.3.5.4) all setting buttons on Agile Web Client such as My Settings , Tools and Settings button disappears.

EXPECTED BEHAVIOR
All buttons in Web Client should be visible after applying RUP4 (9.3.5.4)

STEPS
The issue can be reproduced at will with the following steps:
1. Install RUP4 (9.3.5.4)
2. Log into web client
