Prepaid Balances Going into Positive Balance

There is an issue with prepaid voice calls in roaming when there is not enough prepaid balance for the whole network quota (only partial quota is granted). when calls are rated at the end prepaid balances are going positive. It may be connected with taxes, because balances are going into positive for approx. tax amount.
Steps to reproduce the issue:
* Create prepaid account
* Use plan with product that charges voice events and has "Tax when: Event time" and some tax code set.
* Adjust prepaid balance to some low value
* Make an event that will be rated by product and will exceed available prepaid balance
* Observe results - prepaid balance goes into positive in our case
