Performance Issue With The Bulk Cost Change Upload Process

Information in this document applies to any platform.
Bulk Cost change upload process is taking a lot of time to process and also remaining in 'New' status forever.
Steps to Reproduce:
1. Create Cost Change template for more than 500 items.
2. Try to upload the above template. Go to Foundation-> Data loading ->Review status.
3. Cost Change is not uploaded successfully and still remains in New status.
