RecordStorm Does Not Include Manual Device Operations (Doc ID 2392143.1)

Symptoms

Training Simulator:

RecordStorm does not include manual (non-SCADA) device operations in its output.

RecordStorm -file nms_storm -start_date "[start of storm MM/DD/YYYY HH24:mm:ss]" -end_date "[end of storm recovery MM/DD/YYYY HH24:mm:ss]" -operations


It is expected that ALL device operations that happen between start_date and end_date should be getting dumped into the flat file.

The issue can be reproduced at will with the following steps:
1. Run RecordStorm on a system that has both manual and SCADA device operations:
RecordStorm -file nms_storm -start_date "[start of storm MM/DD/YYYY HH24:mm:ss]" -end_date "[end of storm recovery MM/DD/YYYY HH24:mm:ss]" -operations

 
2. Note how no user device operations get included in the results
