How Can Merchants Assign Tax Codes To Items In RMS 16?

In RMS v16, functionality to assign a tax code - screens and tables (PRODUCT_TAX_CODE) associated with the tax code functionality does not exist any more.
When the merchants create an item, this tax code is obtained from the tax department and enter it in RMS. This item and tax code information is then sent to POS which then combines this information with data provided by tax system to arrive at the tax rate to be charged to the consumer at the time of buy.
How to associate an item with a tax code in v16? If not, what approach on this process should be handled in v16?
