Option to show "Map Refresh" for selected type of maps
When the Viewer Global setting "viewer.notify_model_build" is set to "true" the "Refresh Maps" pop up dialog appears after any maps get built including street maps and landbase maps.
While it is desired to have it appear after an electrical map (geographic feeder or detailed view schematic) has changed, This "Refresh Maps" dialog may not be required for streets and landbase updates. Most of the users are interested to see this dialog for only electrical maps.
Streets and landbase maps get updated infrequently (maybe every 6 months), but when they do, the entire set get refreshed. A user viewing a feeder will likely see multiple popups that aren't relevant.
Ideally the Viewer should have configuration option to notify on electrical map updates but not on landbase and street map updates.
1. Update all street and landbase files (perhaps touch the *_st.mp and *_lb.mp) and model build them.
2. Open a Viewer on a feeder in an area that is getting updated.
Popup dialog will announce that the (street) maps have changed. This is not desired since they are not electrical.
