When Rule Type is EWO the Provisioning Plan is not Showing as an Option Under Conditions for Rules and Behaviors (Doc ID 2392659.1)

Symptoms

PROBLEM STATEMENT

When Rule Type is EWO the Provisioning Plan is not Showing as an Option Under Conditions for Rules and Behaviors

When trying to create a new entry for Rules and Behaviors, and select the Rule Type as EWO Engineering Work Order, the "Condition" drop down is not showing Provisioning Plan as an option on the drop down.
The only options under Condition are what's under the EWO User Data Information.

Selecting PSR or ASR as Rule Type, brings Provisioning Plan as an option on the Condition drop down. 

EXPECTED BEHAVIOR

Provisioning Plan should be displayed in the drop down list for the Condition Codes in Rules and Behavior.

STEPS

The issue can be reproduced at with the following steps:

1. Order Mgmt Setup - Rules and Behavior - Create a New one
2. Expressions - Edit --> Add Condition
3. Click the Condition drop down ---> does not have Provisioning_Plan entry:

BUSINESS IMPACT / WORKAROUND

Users would need to setup and populate an EWO User Data field, doubling the work of having to choose the Provisioning Plan for the order.
