Apply Actuals Job Failing With Error: "User Does Not Have Project Security to Apply Actuals on This Project."

Information in this document applies to any platform.
When attempting to run a Scheduled Project Service for Apply Actuals, the following error occurs:
"User does not have Project Security to Apply Actuals on this Project."
The issue can be reproduced at will with the following steps:
- Login to P6 Web.
- View the Project Scheduled Services for the scheduled Apply Actuals job.
- Check the log for the failed job for errors.
