SyncPDC and ImportExport Utility Failing With ORA-24756 Error (Doc ID 2393200.1)

Symptoms

On : 11.1.0.8.0 version, Server for Pricing Design Center (PDC)

ACTUAL BEHAVIOR
-----------------------
ImportExport utility is hanging while importing xml files. It does not finish even after waiting for hours. There are no apparent errors in the ImportExport log file.
Similarly when executing syncPDC, it is throwing following error :




EXPECTED BEHAVIOR
-----------------------
ImportExport utility should not hang and finish loading the file within an appropriate time.
SyncPDC should not throw error.
