Symptoms

ACTUAL BEHAVIOR

Launching the Database Setup Wizard (dbsetup.bat /.sh) does nothing.  Double clicking or launching from a command line results in a brief flash and doesn't launch, or the Command Prompt window closes with no error.

EXPECTED BEHAVIOR

The dbsetup tool should launch when double clicked or run from a command line.
