ECE Cache Empty After Network Issue & ECE Getting Restarted (Doc ID 2393855.1)

Symptoms

On Oracle Communications Elastic Charging Engine(ECE), 11.3.0.1.0 Version, consider the below mentioned scenario:

Scenario:

Disconnect all networks together. All 3 VMs are independent (3 different clusters).
Disconnect one by one. (e.g. disconnect ece_01 and after some gap, disconnect ece_02)

Before implementation of the quorum policy, in both the tests the issue was reproduced. The cache entries are cleared. Restoring the network back to normal. Restarting of the cluster is required.
