After OWB Restart Jobs Are In Status Pending Or Hanging/Not Running (Doc ID 2394063.1)

Symptoms

It usually happens when DB is on RAC configuration. All jobs were working fine until OWB/Database are restarted. For example, after applying <NOTE:2250628.1> "How To Restart LSW Successfully (DMW + LSH)"

Per OWB log, the errors read:

2018/04/08-04:00:17-GMT [2B21CC40][] oracle.wh.runtime.platform.adapter.InfrastructureException: RPE-01003: An infrastructure condition prevented the request from completing.
- ORA-20001: The control center service is already running in a different process
ORA-06512: at "OWBSYS.WB_RTI_EXCEPTIONS", line 119
ORA-06512: at "OWBSYS.WB_RT_SERVICE_CONTROL", line 60
ORA-06512: at line 1
....
Caused by: java.sql.SQLException: ORA-20001: The control center service is already running in a different process
ORA-06512: at "OWBSYS.WB_RTI_EXCEPTIONS", line 119
ORA-06512: at "OWBSYS.WB_RT_SERVICE_CONTROL", line 60
ORA-06512: at line 1
...

OR errors like:
2018/03/08-04:00:17-GMT [2B21CC40][] The Control Center Service is shutting down due to a previously reported fatal error.
