Base_cost of FUTURE_COST Does Not Default From ITEM_SUPP_COUNTRY for Non-Primary Supplier (Doc ID 2394659.1)

Actual Behavior
There is a discrepancy between the ITEM_SUPP_COUNTRY_LOC (also ITEM_SUPP_COUNTRY) and FUTURE_COST tables after adding a new non-primary Supplier to an existing item.
The base_cost of FUTURE_COST is zero instead of having the right value from the unit_cost field of ITEM_SUPP_COUNTRY table.

Expected Behavior
As per the Data Model definition for base_cost of the FUTURE_COST table, the base cost of the SKU/supplier/country at the given location should be the same cost that on the ITEM_SUPP_COUNTRY table.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Add a non-primary Supplier to an Item.
2. Notice that the base_cost field of FUTURE_COST does not get defaulted with the unit_cost of ITEM_SUPP_COUNTRY table.
