VWS Constantly Throwing Warning "Incomplete RAR tags in Tariff Handler CDR data"

Symptoms
On Oracle Communications Network Charging and Control (NCC) 12.0.0.0, the beVWARS processes on the Voucher and Wallet Servers (VWS), will constantly throw the following error when processing any sort of traffic:
This is logged whenever the beVWARS processes any traffic regardless of whether it is from a client or from the beSync.
As a result, the beVWARS throughput is significantly lower as time is wasted writing this alarm to disk.
This alarm should only be logged when relevant as non-diameter reservations will not contain Re-Authorization Request (RAR) information.
