How to Publish PDC Offers with Cyclic Dependency in Transitions (Doc ID 2395159.1)

Goal

There are following offers with the transitions:
Offer A transitions to offer B
Offer B transitions to offer C
Offer C transitions to offer A

The current process publishes offers from an external system to Pricing Design Center (PDC) by calling the PDC webservice and passes an XML with the offer definition (i.e. it has offer, transitions, deal, product).

PDC validates the to_offer (i.e. the offer which the offer transitions to) being already existing before creating the new offer.

How to publish these offers to PDC?
