Shipment Cannot Be Processed when From And To Location Are the Same (Doc ID 2395590.1)

Below error occurs when try to create Shipment with From and To location the same.

"The destination location and the source location are the same."

Steps To Reproduce:
1. Open RMS and go RMS -> Inventory -> Transfer.
2. Select Manual Requisition Transfer type.
3. Select the same From and To location (the same Virtual WH).
4. Select an Internal Finisher which is under the same Physical WH for the Internal Finisher.
5. Press OK.
6. Fill transfer and Work order information.
7. Submit transfer and next try to ship.
Note the above error.
