Order Priority Values For Sales Orders Are Not Based On The Request Ship Date In ASCP

Symptoms
On : 12.2.4 version, Constrained planning in DEV
Users are on 12.2.4 and have applied VCP Cum Patch 12.2.4.1 - 19549533. They are running an ECC Classic Constrained plan. In the plan options they are using Peg Supplies By Demand Priority, with a Demand Priority Rule and Schedule By = Request Arrival Date. The test they are running the plan for is a Europe Operating unit data. After the plan is run, they are checking how the order priorities are generated via the plan output. They see the following:

In other words the older the Requested ship date in the plan output, the lower value should be assigned for Order priority meaning the lower the number the higher the priority
IMPORTANT: This ONLY happens in DEV instance. The data for US Operating unit in PROD environment is working as expected
Things tried:
1. Make the plan setup in both instance the exact same aggregation and enabled check boxes. Did not fix the problem
2. Key profiles match between PROD and DEV
MSC: Use FIFO Pegging = No
MSO: Lead Time Control = Violate Minimum processing lead times
MSC: Include Safety Stocks in Priority Based Pegging is Null
MSC: INTER PLANT DEM PRIORITY is Null
MSC: Forecast Priority Flexfield Attribute = 0
MSO: Default Sales Order Priority = 10000
MSO: Default Forecast Priority = 100000
MSC: Demand Priority Flexfield Attribute = 10
MSO: Demand Window Size = 1
MSO: Firm Supply Allocation Window (Backward days) is Null
MSO: Firm Supply Allocation Window (Forward days) = 0
STEPS

The issue can be reproduced at will with the following steps:
1. Run ECC Classic Constrained Plan
2. Review ASCP workbench sales order demand order priority output
3. In DEV see that order priority is not assigned based on oldest requested ship date
4. In PROD see that order priority lower values assigned to oldest requested ship date and increasing as the date moves as expected
