BM Through Dashboard Error Can't Connect To Database DBMS Is Not Supported Windows 10

Symptoms
On : 12.2.7 version, CollabWB
Upon trying to access the businesses modeler by way of Launching Demantra local application and then try to open Business modeler or Member management and Chaining management we are getting the below error
This happens only on Windows 10
Upon checking the ds.ini file we see that it does not have the connect credentials data. All it has is:

Further investigating found that the user cannot do a right click on the folder to create a new file.
So this is a permissions issue to the user on windows 10 client machine

STEPS

The issue can be reproduced at will with the following steps:
1. Open Demantra by Local Application
2. Go to Settings and Action-->Planning Applications--> Business Modeler
