NullPointerException When Setting Up SSO In BCC On Commerce Version 11.3 (Doc ID 2396968.1)

Symptoms

Cutomer cannot use BCC and SSO in Oracle Commerce 11.3.

After adding DPS.InternalUsers.LDAP, DPS-UI.AccessControl.SSO to MANIFEST.MF on Publishing instance for enabling SSO with LDAP authentication, go to Access Control on BCC and a

NullPointerException popup message is encountered and the UI won't load the left pane.

Doing these same steps on commerce version 11.2 installation works flawlessly.
