Unable to delete 'News' record (if only one record queried back).

Symptoms
'RDC Administration > Maintain > News' : unable to delete the news record when only one record exists (or only one record is queried back). If multiple records populate the upper block in the screen then it is possible to do the deletion. The issue can be reproduced as follows :
i.
navigate to : RDC Administration > Maintain > News ("News definition for Remote Data Capture" screen opens). Ensure only one news record exists (or query back a single record only).
ii.
Execute 'Record > Remove' => the record disappears from the upper block.
iii.
Press [Save] > message "FRM-40202: Field must be entered." appears.
iv.
Click [exit] > message appears "Close this form?", if [Yes] is selected and form is closed, upon reopening 'Maintain => News', the record which was attempted to be removed is still present.
v.
Now if multiple news records populate the upper block in the form then it is possible to do the deletion.
