ACTUAL BEHAVIOR
---------------
The ORDER BY clause in the CONDITION attribute of a TYPE=SEGMENT Math Variable, which worked in V8 to allow the sorting of Segments in a Segment Loop in a particular order, is not working in V10. 


EXPECTED BEHAVIOR
-----------------------
The ORDER BY clause in the CONDITION attribute of a TYPE=SEGMENT Math Variable should be available to allow the sorting of the Segments so they can be looped through in a specified order, such as by Issue Date.


BUSINESS IMPACT

The issue has the following business impact:
Certain business processes, such as the allocation of charges by Base layer, depend on being able to loop through Segments in a particular order (usually by Issue Date) in order to allocate charges to older layers first.
