On : 7.3.1.0.0 version, Order Lifecycle Management

Line item status is in 'IN PROGRESS' in Milestone notification even after Fulfilling Billing Complete.After Fulfill Billing completes, OSM COM doesn't send FULFILL BILLING COMPLETE milestone notification to Siebel for some line items.
