After New PFT 8.0.5 Silent Install Cannot Login to OFSAA "Please Contact The System Administrator" Error (Doc ID 2397768.1)

After new installation of PFT 8.0.5 silent, cannot login to the OFSAA application.

"Please contact the system administrator"

The following error is thrown in the SystemOut.log:
