Data Picker Field on A BP Record's Detail Form Does Not Get Updated Through WebServices

Symptoms

When attempting to update a data element field on a detail form in a Cost-Type Business Process Record via web services, the field is not being updated and no error is returned.

The Data Element is a Data Picker.

EXPECTED BEHAVIOR

The data element should be updated with the value that is populated in the web services request.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using a SOAP tool, such as SoapUI:
2. Create a new 'updateBPRecordV2' request.
3. Populate the End Point URL in the request to point to the Unifier integration server.
4. Populate the request field with the completed request and execute the request.
5. Observe that the other data elements in the request get updated on the BP record as expected. The field in question does not.

The issue has the following business impact:
Due to this issue, the web service request cannot be used to update the required data elements on the BP record.
