View Button is Disabled in Franchise Cost Template Search Window with Franchise Cost Inquiry Duty

Symptoms

When using a user assigned with a "Franchise Cost Inquiry Duty" duty, the View button under Actions could not be seen when viewing franchise cost templates.

Steps to Recreate:

1. Log in to RMS server using a user assigned with the duty "Franchise Cost Inquiry Duty".
2. Go to the Franchise Cost Template window (Tasks > Inventory > Franchise Orders > Manage Cost Templates).
3. Select a record to be viewed.
4. Click Actions > View (The View option will not be part of the list).
