End Item Substitution Not Working In ASCP Using Internal Requisition Internal Sales Order Setup (Doc ID 2399029.1)

On : 12.2.5 version, Constrained planning in Test

Users are on 12.2.5 and have applied mandatory patching. They are running an EDD constrained plan (optimized), with all of the decision rules enabled. After running this plan, they noticed end item substitution (EIS) is not working. Example data:

Item = A010111 - on hand qty = 0
Item = 4887 - on hand qty = 25

Plan = TEST - run date 16-APR-2017
Item = A010111 Internal Sales order qty = 5 due 16-APR-2018. System generated Planned order qty = 5 for item = 4887 due 17-APR-2017. Users expected the planned order to be created for successor item = 4887 since it has on hand already qty = 25

A010111--->4887 successor

In this case expected to use the successor item = 4887 since on hand qty = 25

The issue can be reproduced at will with the following steps:
1. Setup Item relationship A010111--->4887 successor
2. Run data collection to pick up the relationship
3. Run constrained/optimized plan
4. Review planning output in ASCP workbench and original item still being planned
