Customer Center Allows to Open More than the Configured Maximum Accounts (Doc ID 2399100.1)

The property for opening the maximum accounts in customer center is not working as expected. In file, set
However, the user can have many more than 10 accounts opened at a time. When attempted to open a 11th account, an error message is displayed to the user.  After clicked on "OK" , Customer Center still allows more accounts to be opened.

Only allow to open as many accounts as value set in Any attempt to open additional account should fail.

The issue can be reproduced at will with the following steps:
1. Edit file in the lib folder, set
2. When open 11th accounts, error message pops up, click OK.
3. Open any account again, the 11th account and more accounts are allowed to be opened.
