BCD Hangs When Attempting to [Re-]Connect to BRM

Symptoms

On all versions of Oracle Communications Convergent Charging Controller (OC3C or 3C), the 3C BRM Charging Driver (BCD or brmBeClient) is the Service Logic Execution Environment (SLEE) process used to communicate with a Billing and Revenue Management (BRM) Server Connection Manager (CM).

When a connection between a CM and brmBeClient is interrupted or times out, brmBeClient will attempt to reconnect to BRM based on the recoverCmPtrSeconds and contextOpenTimeoutMilliseconds settings.  These represent how long after a timeout before a re-connection attempt is made

However when reconnecting, the brmBeClient is completely unresponsive and for longer periods than the configured contextOpenTimeoutMilliseconds period.  This can be seen by observing the SLEE queue size growing for this entire period and/or the SLEE event counter not changing for brmBeClient.
