Trouble Info Does Not Display Customer Incident Comments

Trouble Info no longer displays customer incident comments
In the Calls table of trouble info, when you click on the row of a call that has a comment, you are supposed to see the comment in the bottom half of the form.
Expect that the Comments Panel to have an entry for the Call's comment
The issue can be reproduced at will with the following steps:
1. On an OPAL system, Place an All Out call for JOE + JULIA OVERHOLT with a customer comment of
2. In Web Workspace, bring up the new event.
3. Bring up Trouble Info.
4. Select the call.
Even though the Cmt field says "Yes", nothing is showing up in the Comments panel.
