Simple Voice Call With INAP Continue Is Not Generating ACS EDR

On : OCNCC 6.0.0 version
When creating a simple call that returns only "INAP Continue" message, no ACS EDRs are being generated
Control Plan is being kept as simple as possible:
2. Terminate Unchanged
Call goes through standard VOICE_MO service and CCS Service loader:
SERVICE=VOICE_MO 1 slee_acs CCS # ccsScp
SERVICEKEY=INTEGER 1 VOICE_MO # ccsScp
ServiceEntry (CCS,ccsSvcLibrary.so) # ccsScp
No ACS EDR is generated.
When creating complex Control Plans, which use UATB or just return INAP Connect, the EDR is generated.
