Duplicated Action Element Caused

Project configuration changed the behavior of a Action element that was defined in product.
In this case, the ACT_OPEN action was redefined to turn off some undesired functions.
When executing the ACT_OPEN, the resulting behavior appears not to work, and it also posts a unexpected dialog stating the device had already been opened.
However, the project configuration was including both versions of the action which resulted in unexpected behavior. It is not clear why this is happening.
The ACT_OPEN from product was copied to the project and then modified to turn off the nested_ro function.
