After Changing Passwords for Each Database in an Instance, the Job Services No Longer Function and All Jobs Are Stuck in a Pending State

Information in this document applies to any platform.
After changing the passwords on the database, the p6ws deployment is in a failed state and job services will not run for that database.
The p6ws deployment to be in an active state and jobs will finish.
The issue can be reproduced at will with the following steps:
1. Schedule a job in P6 (example open the client and do a copy paste operation)
2. See the job is pending indefinitely
3. Check p6ws in the Weblogic Console and see it is in a Failed state
The issue has the following business impact:
Due to this issue, users cannot run jobs in P6 Professional.
