Auto-Dispatch FAs Do Not Dispatch When Shift Is Closed

Goal

You have shifts that qualify to receive auto-dispatch activities. The scheduler assigned the activities to these crews but, before the crews log in, the dispatcher closed the shift. When the crew logged in, the activities never dispatched.

Why are Auto-Dispatch FAs not dispatching when the shift is closed?
