Transformation Execution Initiation Failed with 'Validation Status should be greater than or equal to its Usage Intent' (Doc ID 2401674.1)

On Oracle Health Sciences Data Management Workbench (DMW) 2.4.6 version,

Transformations failed in the DEV and QC lifecycle.
Investigation with launching IDE showed invalid package bodies and synonyms were dropped as well.
The transformations were installed (again) in DEV and QC LC and then executed in DMW which recompiled the packages and produced logs for transformations without failures.

Partial installation via LSH changed the validation status of WA to DEV – installation via DMW UI fixed the issue.
The main transformation execution log was 'Failure' in QC lifecycle with error:


The issue can be reproduced with the following steps:
1. Create a transformation.
2. Install the transformation.
3. Execute the transformation in DMW.
