Functionality Change requested to Send E2B Files to Health Authorities via e-mail (Doc ID 2401722.1)

Symptoms

A number of health authorities (i.e. South Korea) are now requesting E2B files via e-mail.  With large volume of cases, there is now a request to create functionality in Argus Safety for this to be done from the product.
