Worksheets do not Respect the Sell Through Calculation for Hierarchical Based Calculations

Observe unexpected results when generating worksheets where candidate rules are setup for the same department at different levels.
When the below conditions are in place then the results are the lowest percentage wins and the Hierarchy is not respected.
The issue can be reproduced at will with the following steps:
1. Setup candidate rules as:
Dept 1072 - Sell through less than equal to 5%
Dept 1072 Class 15 - Sell through less than equal to 4%
Dept 1072 Class 12 - Sell through less than equal to 6%
When the above conditions are in place then the results are the lowest percentage wins and the Hierarchy is not respected.
Dept 1072 and 1072 CLASS 15 - 4% should win as it belongs to the CLASS that is lower in hierarchy than Dept.....this works as per the lowest percent so in case the Class 15 wins.
Dept 1072 and 1072 CLASS 12 - our expectation is 6% ie CLASS LEVEL should win as that is lower in hierarchy than Dept......The DEPT of 5% sell through wins instead as the worksheet calculation works on the logic of lowest percentage wins. instead of lower hierarchy wins.
