C1-TXNCU Submission Failed After Some Time

On :ORMB 220.127.116.11.0 version, BT - Batch
C1-TXNCU submission failed after some time.
From the batch run tree, we observed that batch is “In progress” status and one of the threads was in 'PENDING' status, while others (499) were 'COMPLETE'.
From restart info, it appears that thread would not have any units to process.
We tried restarting the threadpool assuming that batch will go into 'ERROR' and could be resubmitted. But batch run still shows “In progress” even after threadpool restart.
We did not observer any database level locks (GV$LOCKED_OBJECT view did not return any records).
